【问题描述】集群断电后，obd启动报 [ERROR] oceanbase-ce-py_script_resource_check-4.0.0.0 RuntimeError: cannot access local variable ‘server’ where it is not associated with a value
机房停电，导致OB所有节点关机，上电后，用 obd 启动集群 报错。
