【问题描述】 用 all-in-one里的ocp 创建新集群，抛如下异常
发生一个未知的错误，错误原因：ob install pre check failed

，错误信息：ob install pre check failed, maybe from another observer, please check，请联系管理员
【复现路径】 ocp 白屏 创建集群
【附件及日志】 日志已上传，文件名subtask_217.log
报错显示这个机器上已经部署过OB了，这个机器是被其它ocp/ocp-express接管过吗？

是部署了一个 ob集群， ocp 登陆进去没看到这个集群 ，我以为集群没创建起 ，又在这个机器创建新集群~~~
